Rule Enforcement & Reporting

Concrete RP takes rule violations extremely seriously. A single rule break may result in severe punishment, including a ban, depending on the severity of the violation. It is each player's responsibility to stay informed and up to date with all server rules, including any changes made at any time.

The staff team has full discretion to determine appropriate punishments based on the situation, intent, and impact of the violation.

Players are strongly encouraged to use the Discord ticketing system to report rule violations or incidents. The ticketing system is the official and primary method for reporting issues.

While the /report command may be used to address immediate in-game concerns, it is not a replacement for submitting a Discord ticket. All formal investigations and enforcement actions are handled through the ticketing system.

Language

English is the main language on the server. You must be able to speak and understand English while playing.

Microphone

You must have a working microphone with clear audio and little background noise. Voice changers are allowed as long as they are easy to understand and not too loud, quiet, or distorted.

Age Requirement

All players must be 18 years or older to join and play on Concrete RP. Failure to meet this requirement will result in removal from the server. Exceptions in extremely rare cases can be made if approved by the Management team.

Character Naming

Character names must be original and realistic. Do not use names based on real people, fictional characters, brands, places, or famous figures. Names containing slang, offensive language, or lacking originality are not allowed. Character names must be realistic first and last names. No symbols, numbers, slang, or special characters are allowed.

Character Appearance

Your character must look realistic and human.

  • No alien, animal, or non-human outfits.
  • No costumes meant to imitate animals or creatures.
  • No walking around in pajamas or barefoot unless there is valid roleplay behind it.
  • Do not use invisible body parts or glitched character models.
  • Nude character models or exposed nudity are not allowed in public areas.
  • You are not allowed to roleplay as someone under the age of 18.

Vigilante & Famous Characters

You may not roleplay as vigilantes or copy well-known characters (such as Batman, Spider-Man, John Wick, etc.). All characters must be original and realistic.

Impersonation

Do not impersonate police, EMS, or any official services. Wearing their uniforms or driving their vehicles is not allowed unless your job role permits it.

Third-Party Voice Apps

You may not use outside voice programs (such as Discord, Skype, or Zoom) to communicate while playing on the server.

Metagaming

Do not use real-life or out-of-character information to benefit your character. This includes using streams, Discord chats, or outside messages to find players, learn identities, or gain information your character wouldn't know in-game.

Fair Play

The use of glitches, exploits, hacks, or any third-party programs or modified files to gain an unfair advantage is strictly prohibited. This includes RPF edits, sky packs, PvP sound or graphic packs, KillFX, BloodFX, tracers, or any mods that hide props, remove water textures, or allow seeing through tinted windows. If you encounter a glitch or exploit, report it to staff immediately via a Discord ticket.

Slurs and Derogatory Remarks

Any form of racism, sexism, homophobia, transphobia, xenophobia, ableism, disability insults or discriminatory language is strictly prohibited — whether it occurs in-character (IC) or out-of-character (OOC). This includes racial or ethnic slurs, sexist remarks or gender-based harassment, anti-LGBTQ+ language, religious hate speech, and disability insults.

Context matters — any use that is offensive, degrading, or malicious will result in an instant ban.

Real-Life Traumatic or Sensitive Subjects

Strictly prohibited in any form of roleplay, based on Rockstar's Terms of Service. This includes, but is not limited to:

  • Suicide roleplay / self harm
  • Terrorism threats or scenarios
  • Pandemic references (e.g., COVID)
  • Mental illness as a joke or RP theme

Sensitive Roleplay Content

Roleplay involving sexual themes, torture, or extreme content is only allowed if all involved parties, including witnesses, give clear OOC consent beforehand.

Monetization Policy

Real-world profit from Concrete RP is strictly prohibited. Players may not sell in-game items, services, or advantages for real money. Streamers may accept donations only for showcasing the server and must still prioritize active, immersive roleplay.

Combat Logging / Quitting During a Scene

Combat logging is logging out, disconnecting, or leaving the server to avoid roleplay consequences such as being robbed, arrest, jail, death, or an active scenario. If your disconnection, crash, or timeout wasn't intentional you must return to the scene to continue it. If it is a scene with PD you must turn yourself in upon connection to complete your scene.

Stay In Character (IC) / Out of Character (OOC)

When you are on the server, you are playing as your character at all times. Do not break character during roleplay. OOC talk is not allowed while in a roleplay situation. This includes:

  • Talking about real life
  • Mentioning game mechanics (menus, controls, bugs, FPS, etc.)
  • Saying things like “it's just a game,” “server rules,” or “admin said”
  • Talking about reporting the player or sending them up

Vehicle Death Match (VDM)

Using vehicles to intentionally harm or kill players is not allowed.

Interaction Time

The minimum amount of roleplay required with another player before initiating hostile actions (shooting, killing, assaulting, etc.). This interaction must be verbal or roleplay-based and clearly directed at the other party. Failing to meet the interaction time is considered Random Death Match (RDM). Interaction time begins once verbal or roleplay-directed communication is clearly initiated while both parties are on foot — communicating from inside a vehicle does not start it.

  • With or without prior beef: 1 minute 30 seconds of interaction
  • At drug locations: 60 seconds of interaction
  • Civilians may not rob or tax other civilians at these locations unless prior beef exists.

Scamming Rules

Scamming someone is allowed — keep that in mind when conducting deals. We recommend only conducting transactions with players you trust to avoid being scammed.

Business Scamming Rules

Employees working at an official business location may not scam customers under any circumstances. Players may not impersonate business employees or represent themselves as staff in order to scam others. Business workers cannot sell items the business itself does not produce as official business — those deals must be done outside the business property. This applies only while at a business location and when using official systems such as the F7 Invoice. Personal deals must be done outside the business premises and without using business systems.

Anti-Robbable Item Scams

Items classified as Anti-Robbable may not be involved in scams. This includes selling an item while falsely claiming it is Anti-Robbable when it is not, accepting payment and failing to provide the Anti-Robbable item, or any deception involving Anti-Robbable item status.

Vehicle Scams

Scamming for any type of vehicle (imports or non-imports) is not allowed. Exception: if a vehicle is sold claiming it has a specific upgrade and it does not, this is considered valid.

Kill OR Rob — Not Both

  • KILL: If you kill a player and they are fully dead / flatback, you cannot rob them, OR
  • ROB: You may only rob a player who is downed but still alive (lying on their side).

You must choose one: kill or rob — never both.

Group Size Limits (T-Count)

The maximum number of people allowed to be involved in or respond to the same situation. This keeps roleplay fair, balanced, and realistic.

  • Player Groups: max 5 players may roam, travel, or act together.
  • Combat Medics: max 2 combat medics at a scene.
  • Police (PD): max 10 officers at a scene.
  • Exception — 10-99 (Panic Button): if a 10-99 is called, all available officers may respond.

Gang vs. Civilians (Fear Roleplay)

Civilians must fear gang members at all times and may not act violently toward gangs during normal interactions. Gangs may only pressure or confront civilians if the civilian does not value their life, or refuses to pay taxes at a gang-controlled drug location.

Robbery is allowed only if: a civilian refuses to pay taxes at a gang-controlled drug location; a civilian initiates a shootout; or a civilian was scammed and robs the gang member only to recover the scammed items.

Scene Integrity

Players may not void or end their own scenes. If you believe a rule is being broken, do not go OOC and do not break rules yourself during the scene. Stay in character and continue the roleplay. Reports made while going OOC in the situation (such as “making a prayer”) will be automatically voided and no action will be taken.

Player Identification

Voice recognition is not allowed for identifying players. Players may be identified for up to 24 hours after a crime or event based on clothing, facial features, or visible accessories. You may change your outfit to avoid being identified.

Memory & Return After Death

If you are flatback (fully dead), you do not remember who killed you or what happened before your death. Other players may tell you what happened, but this does not create instant beef — you must confront them in-character before any hostility. If you are downed or flatback, you must wait at least 15 minutes before returning to the location where you died.

Roof Shooting / Roof Access

During a shootout, players may not access or shoot from rooftops or elevated areas that do not have terrain above them. The only exception is during Police vs. Gang scenarios, where each side is allowed up to 2 players on rooftops.

Shooting Out of Vehicles

Shooting out of vehicles to kill someone is prohibited; shooting at the tires is allowed. The only exception is during Gang Interaction Drivebys.

No Shooting Surrendering Players

You may not shoot or kill a player who is clearly surrendering (hands raised, or clearly communicates surrender in-game). Shooting or killing a surrendering player will result in a 7-day ban. If you surrender, you must not run, pull a weapon, or resist — surrendering means you are valuing your life and accepting the situation.

Interactions in Businesses

Shooting, fighting, or unnecessary violence is strictly prohibited inside businesses and within the immediate business area. If you have beef with someone inside a business, you must wait until they fully leave the business area before engaging. The business area includes the inside of the building, entrances and exits, doorways, sidewalks directly connected to the entrance, and parking lots/spaces attached to the business. An interaction started outside the business area cannot be avoided by driving or walking into a business.

Value Your Life

Act like your character wants to stay alive. Winning a situation is never more important than surviving it.

  • Show fear when threatened — if someone has a gun on you, act scared and realistic.
  • Comply when overpowered — if clearly outnumbered, comply instead of forcing a fight.
  • Do not ignore orders at gunpoint or rush someone already aiming at you.
  • Do not pull a weapon while someone is already aiming at you.
  • No reckless or suicidal actions (jumping off buildings, insane stunts).
  • No forced 1v1 fights (“running the ones”) when your life is clearly at risk.

Low-Quality Roleplay (LQRP)

LQRP = actions that break immersion, feel unrealistic, or ruin the roleplay experience for others. Examples (not allowed):

  • Ignoring /me commands
  • Repetitive shootouts in the same spot
  • Unjustified robberies
  • Unrealistic injury RP (acting normal after being shot)
  • Removing vehicle upgrades from a car that isn't yours
  • Passive spectating of shootouts
  • Vehicle dumping into the ocean without RP justification
  • Vehicle flipping
  • Cop baiting
  • Rule explaining or going OOC while downed

/me Command Usage

The /me command is for describing physical actions or animations only. Do not use /me to send written messages, thoughts, or dialogue. Any text in /me should represent an action your character is performing.

Power Gaming

Using unrealistic actions, emotes, or game mechanics to gain an unfair advantage or force outcomes without proper roleplay. This includes:

  • Forcing actions or outcomes without giving others time to react
  • Ignoring injuries, fear, or realistic limitations
  • Acting superhuman or performing impossible actions
  • Dumping bodies where EMS cannot reach
  • Abusing emotes/animations to cancel animations, avoid damage, break restraints, or dodge roleplay
  • Using mechanics to bypass interaction time, fear roleplay, or scene rules (e.g. speed boosting or glitch rolling)

Roleplaying with Police (PD)

When interacting with police, you must roleplay realistically before using violence. You may not shoot police immediately without a valid roleplay reason and proper interaction. On a traffic stop you must comply at the start; you may only flee after the minimum interaction time has passed, or if police are actively attempting to detain or arrest you. Evading on motorcycles or submarines must be mutually agreed upon by all involved parties.

Roleplaying with EMS

You must cooperate and roleplay properly with EMS when medical attention is required. Do not ignore, refuse, or troll EMS during treatment. Do not kidnap, rob, assault, or kill EMS or medical personnel.

Character Autonomy

You may not force another player to permanently kill their character or to empty their personal storage. This includes Bank Accounts and Personal Stashes.

Business Stealing

Business employees are not allowed to steal from the business stashes of the businesses they work for. There is no valid roleplay justification for doing so — it is considered stash griefing.

Birdy Advertisement

Birdy is for social connections, photos, and events — not business ads or sale spam. No store promotions, sales, or buying ads on Birdy. Use the Marketplace App or /ads instead.

Drug Locations

You are not allowed to publicly share drug locations on Twitter or /ad publicly. This will result in a permanent ban. You are allowed to sell locations.

Graffiti Spraying

You are not allowed to graffiti the Police Department, any Medical facilities, Apartments, or Green Zones. You should not abuse graffiti with unnecessary images, text, or drawings. Doing so can result in punishment as severe as a ban.

Hitman & Bounties

Hits or bounties may be placed on players only with a valid, realistic roleplay reason. Random or unjustified hits are not allowed. The target must be made aware in-character that a hit or bounty exists before it is carried out. A hit or bounty is for the kill only — robbing the target before or after is not allowed.

Mass Giveaways

Mass giveaways are not allowed if done to quit, avoid consequences, or bypass progression. All giveaways must have a legitimate in-character roleplay reason. Giveaways done without proper RP intent may be reversed and may result in staff action.

Heist Rules

  • Server restarts: do not start or continue any heist, robbery, or store/bank robbery within 15 minutes of a server restart.
  • No chain robbing: back-to-back robberies or heists without proper cooldown or roleplay is not allowed.
  • No interference or revenge: you may not interfere in an active robbery/heist for revenge or any personal reason, even if a friend or gang member is involved or someone you know is a hostage.
  • Robbing the robbers: you may follow and attempt to rob people who completed a robbery, but must start with roleplay interaction, have a clear plan, and never use VDM or instant threats for loot.
  • Hostages: must be real, uninvolved players. Friends, associates, or imaginary hostages are not allowed.
  • Attire: players must wear appropriate heist attire that reasonably conceals identity and fits the scenario.

Duty Restrictions for Government Jobs

Police, medical staff, DOJ, and the Governor's office are positions of trust.

  • On-duty criminal activity: EMS, PD, DOJ, and the Governor's Office must not engage in any criminal activity while on duty.
  • Corruption: EMS and PD are not allowed to be corrupt in any shape or form.
  • Government theft: PD, EMS, and DOJ may not steal from or misuse department stashes, evidence & confiscated items, boss menu, or department funds.
  • Issued items: PD/EMS items may only be possessed by active members, may not be given/sold/transferred outside the department, may not be carried off duty, and may not be stolen.

Green Zone Restriction

Green Zones are designated safe areas where no hostile or criminal activity is allowed. All other server rules, including OOC rules, still apply.

Types: Event locations (for the event's duration) and permanent Green Zones — Apartments and Pillbox Hospital.

Strictly prohibited in Green Zones:

  • Fighting, shooting, robbing, killing, or cuffing
  • Committing any type of crime
  • Selling or distributing drugs
  • Stealing vehicles
  • Conducting any business deals
  • Loitering or camping
  • Luring or baiting players out of a Green Zone to rob or kill them
  • Waiting near Green Zones to target players leaving

Green Zones are not tools to gain advantage. Using them to avoid consequences, reset an interaction, or gain protection mid-situation is considered power gaming.

Real Estate Restrictions

Players are not allowed to sell, resell, trade, or participate in any real-estate transactions of any kind. This includes homes, mansions, businesses, properties, or MLOs.

Player Activity Requirements

  • Inactive accounts: accounts inactive for 6 months may be automatically purged from the database.
  • Owned assets & imports: player-owned imports (homes, mansions, businesses, clothing or similar assets) may be automatically removed after 1 month of inactivity.

Business & Property Usage Requirements

Concrete RP businesses and properties must be actively used for roleplay — not solely for item storage, passive ownership, or occasional check-ins. If a business or its owner is inactive for 1 month, the staff team may revoke ownership. Activity is measured by real customer interaction, including consistent roleplay and legitimate invoices to actual customers. Invoices to employees or staff do not count toward activity.

Communication Requirement

All business owners must be in the Concrete RP Discord for oversight and communication. Failure to join or remain in the Discord puts the business at risk of forfeiture.

MLO & Property Forfeiture

If the owner of a real-estate MLO is inactive for 1 month, the MLO will be automatically forfeited. If a player is proven to be inactive within the city overall, Real Estate OS has grounds to remove owned properties. These rules exist to keep businesses and properties active, roleplay-driven, and fair. Violations or inactivity may result in automatic removal without compensation.

Discord Requirements — Overview

All Concrete RP rules and guidelines apply at all times, including within external Discord servers related to Concrete RP (jobs, businesses, gangs, or organizations). This ensures consistency, fairness, and immersive roleplay across all community platforms.

Server Ownership & Oversight

Any external Discord server related to Concrete RP with 40 or more members must have ownership transferred to a Concrete RP Server Manager or higher. This ensures proper moderation, governance, and rule enforcement in large community groups.

Business Discords

Business owners must provide a working Discord invite link in the designated whitelisted business section. Concrete RP staff may join business Discords to ensure rules are being followed. If staff request admin or moderator access, it must be granted.

Gang Discords

  • Permanent invite links: upon being whitelisted, gang Discord invite links must not expire, allowing Gang Oversight staff to join at any time.
  • Admin access: Gang Oversight Leaders must have admin access to each gang Discord to monitor compliance and prevent metagaming, rule coordination, and OOC planning.
  • Banned players: players permanently banned from Concrete RP may not remain in any gang Discord and must be removed immediately. Failure may result in gang penalties or de-whitelisting.

Enforcement Notice

All external Discords connected to Concrete RP are considered extensions of the server. Attempts to bypass rules, hide misconduct, or avoid staff oversight through external platforms may result in severe penalties.
